The configuration directive stuff only works if you declare the module using PerlModule in httpd.conf. In addition to requiring the module, the PerlModule directive also does the magic to initialize the configuration hooks and make them active. The fact that you were using a DSO before shouldn't have made a difference; as far as I know, the main thing is the PerlModule directive (Stas will speak up if I'm incorrect, I'm sure ;).
