OOPS!!! Isn't it just hilarious how one solves a
problem right after one posts ... 

turns out that the Directory directive was
overriding the Files directive because it was
defined after the Files directive ... this solved
my prob:

<Directory
/data/apache/sites/lerch.unlocalhost.com/html>
    <Files *.html>
            SetHandler      perl-script
            PerlHandler     Apache::Template
    </Files>
    AllowOverride All
    Order allow,deny
    Allow from all
</Directory>

Hmmm, maybe this should be more clearly specified
in the Apache::Template docs ... even though it
is an Apache issue and not a Template issue ...
