Could you please point me to some resources on building perl in my home-dir?

Ugh. You might have "XS" stash, which requires C compilers and individual architecture-and-pathname-specific builds. That'd certainly explain your error messages.
"I'm not root" means nothing. You can build an entire Perl setup in your home directory.
