AFAIK, this has nothing to do with Template Toolkit. It is a problem
with Unicode support and UTF8 locales under Perl 5.8 (you are probably
using RedHat 8.0 onwards?). A quick search on Google brought up [1].
There are some suggestions like changing your locale to a non-UTF8
locale. Please refer to the corresponding newsgroup or mailing list for
more information.
