I am not sure what you mean. Could you please explain this a little more?
My assumption is that you have templates which do a PROCESS (or INCLUDE, but don't do that) to call the toolbar template. In that case, the full contents of the stash are passed along to the toolbar template.
Why do you say not to use INCLUDE? After seeing that I did a quick google but didn't see anything. I'll keep looking though...
