Yes, that is correct.

No.
This wouldn't be a problem, when you have a team that always work on the same
project.
The idea behind it, is to make it hard for designers ( who are maintaining the
templates ) to make something wrong.
As I've already said, I though someone has done something like this before (
converting simple templates from TT to PHP ) in PHP.
