Well it was a brain f**t on my part. One must test with the same setup as
the application is running ( or going to run ) under.
I was running the CGI ( IIS ) and the home directory was one directory
while testing the script from a subdirectory so the file I was trying to read
from worked from the commandline but didn't from the server/browser.
