It's not so common, because it requires some work.  I can't remember
whether I was just looking at it, or someone actually did it, but you'd
have to wrap Template::Context::Process so that it tracks the included
items and their modtimes, and keeps a global value of the newest
item which you can access from within a template.  Yeah, ugh.
