Hmm, have you tried it outside of apache in a simple perl script? What version of Template Toolkit are you using? Perhaps you should zip/rar/whatever the file up and send it along so we can look at it and see if there's any weird encoding stuff going on. I see Perrin just sent an email, although, you already mentioned you used the scalar method, so I'm not sure that'll help or not.
