Hmm, have you tried it outside of apache in a simple perl script? What version 
of Template Toolkit are you using? Perhaps you should zip/rar/whatever the file 
up and send it along so we can look at it and see if there's any weird encoding 
stuff going on.

I see Perrin just sent an email, although, you already mentioned you used the 
scalar method, so I'm not sure that'll help or not. But he may be onto 
something about the mod_perl 2 stuff?
