The default templating engine is HTML::Mason but you can also use HTML::Template, TT & PHP (no, really, perl uses Inline::PHP to embed a PHP interpreter :). WebGUI also meets the criteria. http://www.plainblack.com/wg. The default templating engine appears to be HTML::Template but it also supports TT. I've not used WebGUI but I've heard good things.
