I know there is no standard HTTP header with client's timezone sent by 
browsers. we can do it ourselves, if the web need login, we  need to do it only 
once and then save it in the session.
in fact, if the Date plugin has no timezone option, i don't think it is very 
useful. we have to format the date using javascript according to the browser's 
timezone..
