The file exists , and its the same code from the book...
If I change the INCLUDE_PATH to '/var/www/html/wwwname' 
and copy the html file(footer and also header) to wwwname 
and set the DocumentRoot in the virtualhost directive , it worked.

But, when the INCUDE_PATH is set to '/home/usrr/Apache2/templates' ,
my browser gets a status 200 , and the message in the error_log says
it can't find test.html

Same thing is happening when I'm running it in cgi.

Is there a clue to finding out how to access template files 
in the user directory and not the www/html directory ?
I think this is a configuration problem...
