Look at the Dancer and Mojolicious examples on the front pages of the respective websites. Those are full, working examples and are only 10 lines or so.
Using plain CGI would mean you have to do more work yourself, rather than being able to use one of the existing plugins (form handling, validation etc. are tasks that many people have worked on, so you might as well take advantage of that and build on the existing code).
