Ran into the same problem a while ago. The lastes Java update is c:\program files\Java\jre7\bin\jvm.dll so point the JAVAVIRTUALMACHINE to that directory.

In Server.ini, that's where JAVAVIRTUALMACHINE setting is pointing. It fails whether JAVASWITCH is set ON or OFF. Any help is appreciated.
