Doing a little research and code reading, it seems that this is called “Q” encoding, and is not supported by the decodedata option in TeraScript. The format is quite simple: =? Character Set ? Q or B ? quoted-printable (Q) or binary (B) text ?= I’ll put it on my to-do list for the server.
