Images are just files, so use the typical HTML form with ENCTYPE="multipart/form-data" and an element like <INPUT NAME="Picture" TYPE=file>
You then write the <@ARG Picture> to your file structure (use a unique name). If you want to edit it you'll have to use something like Imagemagick, but building the interface to allow you to crop specific sections is where the fun happens. Good luck and love to see your work.
