Thank you for the suggestions. This morning I downgraded to IE7, restarted and rechecked our SSL protocols with IIS Crypto to verify we were POODLE compliant. Unfortunately we are receiving the same errors. Our server is running 2003 R2, if that makes a difference (we have tried IE6,7 and 8).

Robert has helped us solved the issue by just upgrading the IE on the Windows 2003 server to IE7, rebooted it, and it worked.
