PowerTOP currently enumerates idle states as the system transitions between
them, in other words, the tool doesn't know how that a state is supported until
the system transitions to it. With the integration of PAD, we now know how many
c-states are supported on a system. The kstat cpu_info module has the
supported_max_cstates field for this purpose.
