You can access the hardware specs from
http://www.intel.com/design/chipsets/datashts/313071.htm, which is the
datasheet for 5000P/V/Z MCH and contains API for thermal protection
mechanism in section 3.9.
I think this power saving mechanism has little impacts on VM
because it will be enabled only when system is idle and no other effects
other than reduced memory bandwidth will be visible to OS.
