Here is a link to the latest draft of a PSARC one pager to add an
optional "mode" argument that may be specified when enabling CPU power
management to specify polling or event based CPU power management
pursuant to some of the discussion in:

Please let me know what you think. This is slightly different than
what's currently implemented in the pad-gate today, but some have
expressed this as a cleaner approach (thanks to Randy for the idea).
