The cpu_info kstat often shows cpus on one or both socket are at the lowest
pstate frequency after disabling pstates by setting cpupm to disable in
power.conf and running pmconfig.  At first we thought the kstat was not
being updated.  Now performance data indicates the cpus may really be 
at the lower pstate.  This is with current pad-gate tip 8097.

When cpupm is disabled, P-states must be reset to the max frequency.
