When allowed to run over long intervals (100 was used for testing), PowerTOP
reports the system is in C0 100% of the time while all wakeups are 0.0% and the
P-state is in the lowest frequency 100% of the time, in a quiesced system. 
These values appear after the first iteration.  The following snippet is from
data collected with -d 4 -t 100:
