Do we really need to care about this issue?
When we say the RT requirement, I think this is based on realtime_timeout(), of
which callout runs at least 1 tick in the future. In solaris, 1 tick = 10ms.
C-state latency is in microseconds, which is far smaller than 1 tick. SO, can
we ignore it?
