I'm thinking that the best fix for this is to have cpudrv_pm_get_topspeed()
return 0 if the _PPC value is greater than the number of unique P-states.
The reason I opt for this solution is that I don't believe that non-unique
P-states (particularly at the beginning of the table) was intended. The
ACPI Spec doesn't rule it out, but it is clear that the spirit of the
Spec was that the P-states would be unique. I've only heard of this problem
on ASUS systems and it appears from the 0907 BIOS that they are fixing it.
