The HPET's state must be reset to an initial state when the system
shuts down.  This is required for Fast Reboot.

Perhaps apic_shutdown() would be a good place to do the HPET shutdown.

When shutting down the HPET must reset to an initial state:
1. Disable any timer interrupt(s), and program the timers to an
   initial state.
2. Stop the Main Counter and write the Main Counter to 0.

I do not know if anything needs to be done with the I/O APIC and APIC
interrupt routing?
