It isn't gonna be as easy as returning early from cpupm_governor_initialize(),
because the purpose of the function is to set the cpupm_ti_predict_interval and
cpupm_tw_predict_interval values which are used by cpupm_utilization_event().
So, we might need to add an early exit out of there as well.
