Still under investigation, but we believe we have reasonable workaround. Since
the CPU modules all directly manipulate CPU->cpu_curr_clock right before the
probe fires, we'll provide a common interface (implmeneted in unix)for all the
CPU modules to call to set the new speed. This way, we can relocate the probe
out the CPU modules which will workaround the issue...and at the same time
provide a bit cleaner (and centralized) interface for setting the speed and
firing the probe.
