This was caused by the kernel having the wrong CTF data for cpudrv_devstate_t,
which led to a compilation error for the frequency states script.
However, this was only reproducible on two machines after image-updating to
snv_107 and went away on newer builds. CR 6805610 tracks this problem in
bugster.
