1) Are you suggesting we use a weighted capacity for idle states and PG
capacity is still used for active group?
2) Capacity:
C1 = NCPU ^3, so if NCPU = 8, capacity = 512, looks too large
3) We need to take the Eric's p-state event driver into account. As for
the current implementation, increasing the idle capacity also impacts the
event driver, it may cause the unnessary p-state transition. Unless we use
a different utilization variable for idle state.
