[tesla-dev] pad-gate merge to 102

Hi,

We would like to merge the pad-gate up to onnv_102.
This will pickup Fast Reboot and the official x2apic fixes.

The merge will happen about Nov 12.  Please let me know
if there are any putbacks that should happen before the merge.
