Currently, the policy knows if the system is busy or not and selects the lowest and the highest frequencies. This policy eats more power if the system is just a bit busy(highest frequency transition due to workload from 0% to 10%) and perform relative bad performance if the system is relative busy(lowest frequency transition due to workload from 100% to 60%). It'd better the policy know how busy the system is so that to choose the different frequencies. I believe using the mid-range frequencies as well could make the better perf/power tradeoff and get the better score of some power related benchmarks like SPECpower.
