[tesla-dev] power-mgmt category for bugs

We now have a category for bugs under defect.opensolaris.org and a 
component for PowerTOP \o/

I'm currently the initial evaluator, but we can change it to tesla-dev 
if you prefer.

 From now on, please file your bugs/RFEs there.
