The power aware dispatcher prototype kernel has successfully booted on a test machine, and appears to be functional.
There is certainly a lot more work to do, but it's able to enumerate CPU frequency/voltage scaling domains, construct corresponding processor groups, implement scheduling policy against those domains, and as domain utilization rises and falls, it drives CPU power management state changes, calling into the platform and CPU power management driver to effect these changes. I've got a bit more code cleanup and testing to do, but I look forward to sending out the webrev and pushing this changeset to the pad-gate repository... Thanks, -Eric
