I had same problem in MacOS 10.5.x

First, install the libtiff from http://www.remotesensing.org/libtiff/

1. Save the tiff image as BMP using "Preview"
2. Open with gimp menu Image->Mode->Indexed-> (make 2 bit).
3. $bmp2tiff -c none alphabet.bmp alphabet.tif
4. Use file extension tif

Another way
1. Install Graphics Magic
2. Save image as PNG without alpha channel using "Preview"
3. $gm convert alphabet.png -colors 2 alphabet.bmp
4. $bmp2tiff -c none alphabet.bmp alphabet.tif

done
