V3.00 was not released yet. I am not sure what is criteria for
stable (you can compile it and run it ;-) ). You can get code via svn:

The primary criterion, IMO, is that it should compile and run on all
supported platforms, which is not the case on windows. Help from
people interested in that godawful OS is welcome.
