I run tesseract.exe from the command line, when the input file is
valid, it runs ok and gives OCR output, but when the input file does
not exist or has a format that tesseract does not recognize, instead
of just giving an error message, it crashes, with the Debug/Send Error
Report/Don't Send screen ("tesseract.exe has encountered a problem and
needs to close.  We are sorry for the inconvenience.")

Is there a way to avoid that crash screen?

I run tesseract from a batch file (and also automatically as a
separate process from my main application), it's ok if it doesn't OCR
a file, but I can't accumulate crash screens!
