I'm trying to find the meaning of the "STATS::ile" method. And the comments say it derives 'percentile' of samples. http://en.wikipedia.org/wiki/Percentile
My question is, from the definition of percentile, I think the return value of the "STATS::ile" should be "index-1". But the real implementation somehow uses next random variable subtracting something like over shoot ratio..
