FOLLOW UP THIS DOES NOT REALLY WORK, it is only a misleading trick. If I remove the fuzzies that had appeared as anti-aliasing effects of using convert with -resize before -monochrome then the fuzzies disappear and so does the beneficial effect on quotes. It does not appear that the 300 dpi was relevant.
So, that puts it back to the original question.
