Hmm strange.
I tried it in the command line and everything was recognized correctly
What happens if you comment out
tess.Recognize(0);
and or
tess.SetVariable("tessedit_char_whitelist", "ABCDEFGHIJKLMNOPQRSTUVWXYZ");
and or add
tess.SetRectangle(0, 0, width, height);
