I am not sure what do you mean with "dll for connect" (I am not familiar pascal/delphi) but at the download page there is tesseract-3.02.02-win32-lib-include-dirs.zip.
Also you can have a look at freepascal wrapper for tesseract-ocr (3.01?)[1] tesseract-ocr 3.02 has C-API, so you should not need to use C part from that project...
