Yes, Aletheia is available for download, and it's free but you do have to 
register. I don't know how well it will work for Hindi.

 They are also working on a web version of Aletheia as part of eMOP. I don't 
know when that will be available.

 If Aletheia does work for you then I can't think of any reason why Franken+ 
wouldn't also work to make training files with.
