I put this in my hocr config: (hocr just happens to be the name of the config file I'm using. It can be any name) user_words_suffix user-words language_model_penalty_non_dict_word 0.25
(default apparently is 0.15) This made a significant increase in the x_wconf value for the words in the user-words list.
