Where have you looked so far? One of the top hits on Google Scholar is for Mori, Shunji, Ching Y. Suen, and Kazuhiko Yamamoto. "Historical review of OCR research and development." *Proceedings of the IEEE* 80.7 (1992): 1029-1058. which sounds like it could be relevant. Have you already consulted it? Some of the 841 papers which cite it <https://scholar.google.com/scholar?cites=16402398148639127394&as_sdt=40000005&sciodt=0,22&hl=en> presumably provide more recent updates. Ray Smith's paper on Tesseract (linked on the web site) describes the history annd operation of it in particular.
