In theory Google adopted the project and develops it since 2005 or something like that. Not sure what kind of technical support you're referring to. Most of the quiestions you have could be answered here on this mailing list and this is how most of us get by - a lot of searching the web - tesseract repo's wiki, stack overflow and this mailing list. If you are a big company and want to develop something big and pay for technical support - contact google, the project is now theirs, but in reality it is open source and I'm not sure how interested they would be. Anyway give it a shot.
By the way, your question could be answered with a simple google search, any place with an article for tesseract starts with a "history section" where they explain the project started during the 90's at HP then got a bit abandoned and in 2005 google bought it and opensourced it and stuff.
