There is an Urdu traineddata for tesseract 4. Have you tried it See https://github.com/tesseract-ocr/tesseract/wiki/Data-Files#updated-data-files-for-version-400-september-15-2017
You can also check script/Arabic which should also support Urdu. Please provide feedback as to its accuracy for Urdu.
