Ubuntu has its policy for accepting the new version of packages. If https://notesalexp.org/tesseract-ocr/html/ or https://launchpad.net/~alex-p/+archive/ubuntu/tesseract-ocr5 (referred by https://github.com/tesseract-ocr/tessdoc/blob/main/Installation.md) is too complicated for you there are other tutorials on the internet on how to install the latest tesseract version on Ubuntu:
