Also, you might try running a network sniffer to see whats going back and forth 
as far as the
"test" suite is concerned. tethereal, tcpdump, or ethereal are good choices on 
lo or lo0 depending on your OS.

Also, try removing php/mod_perl/ssl from your server config so that it doesn't 
"inherit" some of them.
Don't forget to regenerate the test config.

Finally, try make test TEST_VERBOSE=1

Thats a decently old version of httpd (but supported and full of security holes)
You should consider upgrading to 1.3.37.
