gdm doesn't reuse X servers, you get one
per session.
It does not appear that gdm is getting to the point of successfully
starting the session.
Have you verified that Xorg has the same PID before and
after trying to log in?
Yes.
Further troubleshooting has revealed that downgrading to systemd-44-8
from systemd-44-9 makes the problem go away.
