Perhaps you're missing some repos?
If you are wanting f21, you should have 2 repos enabled right now, the
base 'fedora 21' one and 'fedora 21 updates-testing' I think.

yum --releasever=21 distro-sync
after
yum-config-manager --disable updates-testing
yum-config-manager --enable updates
