Huh, I'm not sure why this keeps happening. I'll have to look into it. The validation event creation must be happening before the compose is complete (which is possible, now I come to think about it). The fix is quite easy: relval nightly -r 24 -m Rawhide -c 20151219 -w -f -w means to write only the download table, -f is 'force', to overwrite existing pages (without that it'll refuse to overwrite the existing download table).
